{"id":8104,"date":"2019-07-21T09:28:52","date_gmt":"2019-07-21T07:28:52","guid":{"rendered":"http:\/\/ayamm.org\/?p=8104"},"modified":"2019-07-21T09:28:55","modified_gmt":"2019-07-21T07:28:55","slug":"oman-marks-49th-renaissance-day","status":"publish","type":"post","link":"https:\/\/ayamm.org\/en\/oman-marks-49th-renaissance-day\/","title":{"rendered":"Oman marks 49th Renaissance Day"},"content":{"rendered":"\n<p>On the 23<sup>rd<\/sup>\nof July every year since 1970, the Sultanate of Oman has been celebrating\nOman\u2019s Renaissance Day, which had ushered in a new dawn on country under the\nwise leadership of Qaboos Bin Said, Sultan of Modern Oman.<\/p>\n\n\n\n<p>On that day, 49\nyears ago, the blessings of Oman Renaissance spread all over the Sultanate,\nbringing about a new era of modernisation and prosperity that has benefited all\ncitizens. Since then, Oman has revived its positive role within its GCC, Arab\nand regional milieu. It has acted as a proponent of peace and a strong pillar\nin this vital region of the world where the interests of many superpowers and\nregional and international parties intersect.<\/p>\n\n\n\n<p>The splendor of\nthis blessed renaissance march has tangible in various walks of life, all over\nthe country. Omani citizens now savour the bounties furnished by major\nsustainable development projects that cover the whole country from Musandam on\nthe north to Al-Mazyouna area in Dhofar on the extreme south. This splendor has\nalso been symbolized in values and principles laid down by the architect of\nmodern Oman, Sultan Qaboos, whose directives inspire all development and\nreconstruction operations.<\/p>\n\n\n\n<p>Since the start, Sultan\nQaboos accorded priority to the grooming of generations of Omani citizens for\nwhom he provided all means of progress. Accordingly, society has experienced great\neducational, health and social growth. The outcome has been the fostering of\nnational specialist carders who received top training so that they could\nshoulder their role in formulation and orientation of domestic development\nprogrammes. <\/p>\n\n\n\n<p>Despite\ndependence on fluctuating oil revenues governed by the mechanisms of world\nmarkets, the greatest gains have been those generations of Omani citizens who\nhave been provided with world class education and training, thanks to values\nand principles of equality, citizenship, justice and rule of law laid down by\nSultan Qaboos.<\/p>\n\n\n\n<p>As part of\nRenaissance policy, Omani citizens have been considered the most valuable\nasset. All resources of the country have been rallied to support citizens,\nincluding women, so that they could soar with their achievements to wider\nhorizons in response to the ambitions of the nation. <\/p>\n\n\n\n<p>Oman\u2019s stability\nand prosperity have in fact benefited the whole region because the country\nfurnished grounds for resolving disputes through dialogue and peaceful means.\nThis effort has been made within the framework of mutual respect, adherence to\nprinciples of good neighborliness, non-interference in the internal affairs of\nothers, cooperation in good faith to achieve common interests of various countries\nand respect for principles of international law and justice.<\/p>\n\n\n\n<p>&nbsp;The 23<sup>rd<\/sup>\nof July 1970, Renaissance Day, constituted a major positive divergence in the\nlife of Omani citizens and the history of the country. The modern Omani state\nwhose foundations are set up by Sultan Qaboos has seen the contribution of all\ncitizens in domestic development, which has in fact been the fruit of a massive\neffort maintained in full sincerity over the past 49 years. This effort, ably\nguided and inspired by Sultan Qaboos, is the pride of all Omani citizens, who\ncontinue to participate in the nation building process in complete love,\ndedication and allegiance.<\/p>\n\n\n\n<p>The\naccomplishments made in all civil, military, technical and other developmental\nfields are more formidable than anything that can be imagined in nation\nbuilding. In his chairmanship of a Council of Ministers meeting on January 5\nthis year, Qaboos expressed his satisfaction with the efforts made by\ngovernment institutions that sustained the rates of basic services in the\ncountry, including the diversification of sources of income and the\naugmentation of non-oil revenues in general returns. The Sultan also\nunderscored the \u201csignificance of development plans prepared by the government\nand their role in generating investments and promoting public-private sector\ncooperation in all fields of national action.\u201d In particular, he underlined the\nimportance of establishing a National Recruitment Centre and its role in\nproviding jobs to citizens as part of partnership between the public and\nprivate sectors.<\/p>\n\n\n\n<p>In this context,\nit worth noting that the Sultanate has been experiencing extensive action in\nassessing the Oman Vision 2020 which ends next year and gain lessons from its\noutcomes while preparing for Oman Strategy 2040 which begins in 2021, namely\nupon the start of the country\u2019s 10<sup>th<\/sup> Five Year Plan\n(2021-2025).&nbsp; On January 27 and 28, 2019,\na national conference was held to formulate Future Vision Oman 2040 in which a\nlarge base of sectors participated. This participation constitutes one of the\nmost important factors of success in devising the strategy\u2019s draft aimed to\nmeet the expectations of all segments of Omani society and rally the\ncooperation of all sectors.<\/p>\n\n\n\n<p>&nbsp;The Sultanate\nattaches great importance to the employment of Omani job seekers through close\ncoordination among the government and the private sectors. It was in this\ncontext that the National Recruitment Centre (NRC) was established in 2018\nunder Royal Decree No. 22\/2019 to form a qualitative shift forward in the\nrecruitment of citizens. The NRC, which has its own legal entity and enjoys\nfinancial and administrative autonomy, reports directly to the Council of\nMinisters.<\/p>\n\n\n\n<p>&nbsp;To prepare for\nthe launching of Omani economy into a new stage, to attract investments and\nkeep pace with the requirements of Oman Vision 2040, the Sultanate is exerting\nextensive efforts to promote its good investment climate and facilities,\nincluding the Special Economic Zone at Duqm and free zones elsewhere. This is\nin addition to what the country provides in terms of investment incentives\nwithin the Sultanate and abroad. Efforts towards this goal include Royal\ndecrees issued on July 1, 2019, including Royal Decree No. 50\/2019 on Foreign\nCapital Investment Law, Royal Decree No. 51\/2019 on Privatization Law, Royal\nDecree No. 52\/2019 on Public-Private Sector Partnership Law, Royal Decree No.\n53\/2019 on Bankruptcy Law and Royal Decree No. 54\/2019 on the Establishment of\nthe Public Authority for Privatisation and Partnership. These decrees provide a\nlegal environment to regulate investment in a manner that enhances Omani\neconomy\u2019s competitiveness and expand employment opportunities in accordance\nwith Oman Vision 2040. <\/p>\n\n\n\n<p>&nbsp;In the field of\nstability and security, the Sultan\u2019s Armed Forces, the Royal Guard of Oman,\nRoyal Oman Police and other security services have been accorded top attention\nby Sultan Qaboos, who believes that security and stability are the cornerstones\nof development and prosperity. The domestic progress and regional and\ninternational success being witnessed by the Sultanate are in fact the outcome\nof farsighted policies of Sultan Qaboos.<\/p>\n\n\n\n<p>&nbsp; Among recent achievements of the Sultan\u2019s\nArmed Forces (SAF) was victory of sail ship, Shabab Oman 2, which took first\nplace in Category A of sail ships at world level during the 4th Tall Ships\nRegatta 2019.&nbsp; The SAF shooting team also\nwon advanced places in international military marksmanships held in Bisley,\nUnited Kingdom last June. The SAF team bagged 30 cups and 184 medals.<\/p>\n\n\n\n<p>At the\ninstitutional level of the state, the Shura Council and the State Council\n(which constituted Oman Council) played a positive role in promoting domestic\ndevelopment, particularly in the discussion of draft laws before their final\nannouncement and enforcement. The two councils work within the context of their\nlegislative, monitoring and audit powers accorded to Oman Council as stated in\nthe 1996 Basic Law of the State.<\/p>\n\n\n\n<p>Arrangements are\nbeing made to conduct elections for the 9<sup>th<\/sup> Shura Council (Majlis\nAsh\u2019shura) to elect 86 members representing all 61 wilayats of the Sultanate.\nMembers of the Majlis are elected by eligible citizens under the supervision of\na high election commission headed by the Supreme Court Chairman.<\/p>\n\n\n\n<p>Oman\u2019s foreign policy,\nwhich stems from the principles laid down by Sultan Qaboos, has established\ngood relations with sisterly and friendly countries. The Sultanate\u2019s foreign\npolicy is based on the principle of non-interference in the internal affairs of\nother countries, respect for neighboring states, the settlement of disputes\nthrough peaceful means and cooperation to promote dialogue and understanding\namong countries towards the establishment of international security and\nstability of nations.<\/p>\n\n\n\n<p>Recent action\nwithin this context included the Sultanate decision to open a new diplomatic\nmission, which is the Omani embassy in Palestine. The Sultanate also signed a\njoint defence agreement with the United Kingdom on February 21, 2019. On May\n22, 2019, Oman also signed an agreement for cooperation and partnership to\ndevelop bilateral ties in political, economic, scientific, cultural,\ndevelopmental and technological spheres. Oman and China established a Strategic\nPartnership last year (May 25, 2018).
